The article is devoted to the analysis of government department’s social structure in management of social people defense system within institutional and behavioral ways. On basis of main element analysis of government department’s social structure and researching its active potential are found the direction of introduction new technologies in personnel management of social people defense sphere paying attention to personnel monitoring.
